In a bowl, whisk together soy sauce, honey, ketchup, rice vinegar, sesame oil, minced garlic, ginger, red pepper flakes (if using), and water. Pour the sauce over the chicken in the Instant Pot.
Close the Instant Pot lid and set the valve to sealing. Select Pressure Cook (High Pressure) for 5 minutes.
