Pat the chicken thighs dry with paper towels. Season them with salt and black pepper on both sides.
Heat olive oil in a skillet over medium-high heat. Place the chicken thighs skin-side down and cook for 5-7 minutes until the skin is golden and crispy. Flip and cook for another 3 minutes. Remove and set aside.
In the same skillet, melt butter over medium heat. Add minced garlic and sauté for 1-2 minutes until fragrant. Stir in honey, soy sauce, chili flakes, and vinegar. Simmer for 3 minutes until thickened slightly.
Return the chicken thighs to the skillet, spoon the sauce over them, and simmer for 10 minutes on low heat until the chicken is cooked through (internal temperature 75°C/165°F).
